Policymakers Discover the ‘Darknet’ Threat at Marshall Center Senior Executive Seminar

GARMISCH-PARTENKIRCHEN, Germany (Sept. 15, 2015) - Khoo Boon Hui, senior advisor of the Ministry of Home Affairs in Singapore, says the “Darknet” – terrorist and criminals using cyberspace – is an increasing threat that law enforcement and governments worldwide need to invest resources to combat.

International cooperation and developing partnerships were the main resources Khoo recommended to 73 executives from 40 countries attending the Senior Executive Seminar at the George C. Marshall European Center for Security Studies.

Khoo spoke this afternoon as a member of a panel discussion focusing on the seminar’s theme:  “21st Century Converging Threats:  Nexus of Terrorism, Drugs and Illicit Trafficking.” 

He also explained the evolution of the terrorism-crime nexus, categories of cooperation among terrorists and criminals, geographical areas of criminal terrorism, and criminal areas of cooperation, with cybercrime and drug trafficking being today’s top choices for terrorist organizations. The Senior Executive Seminar continues through Friday.
