Program on Applied Security Studies (PASS)

Detailed Program Information

Due to the ongoing COVID-19 situation, PASS in 2020 will be the first resident program to include a virtual element. The course will begin with a virtual in-processing on 9 September 2020, followed by three weeks of daily virtual engagement from 10-28 September. Participants will then travel to Garmisch-Partenkirchen on 29 September and 30 September to attend a seven-week resident course phase, ending with graduation on 17 November.

The PASS includes modules in International Security Studies foundations, the contemporary security environment, current and future challenges, and mitigation strategies. PASS offers a learning environment in various formats: virtual and resident lectures, seminars, panels and research, as well as a one-day field study. Seminar discussions during the resident phase are the most critical aspect of PASS and require an informed, engaged, and diverse participant body to be successful. The PASS also provides opportunities for application and analysis of the topics covered in the curriculum not only through the field study but also through the capstone exercise and the preparation and submission of a research essay.

Virtual PASS Information

Detailed instructions for the PASS virtual /online three-week course will be sent directly to the participants along with the confirmation letter. For GCMC virtual events, participants will need a computer with a broadband connection, a microphone and webcam. There will likely be a dial-in audio conference bridge as well in case students are unable to attend via the virtual meeting platform.

COVID-19 Information

All participants must agree to follow German and U.S. COVID-19 travel and hygiene restrictions (German Infection Protection Act (IfSG §28 and §30). Due to changes in travel restrictions because of COVID-19, the Marshall Center will update invited participants about the latest COVID-19 requirements before travel to Germany for attendance in the seven-week resident PASS program.

Nomination & Application Information

Due to the COVID-19 requirement to maintain physical distancing requirements, we have reduced the total number of participants to fifty. We will accept qualified candidates until we reach the maximum number allowed for the in-resident portion.

Nomination documents are due no later than 14 August 2020.

English Language Enhancement Courses (ELEC)

The Marshall Center has its own language school – Partner Language Center Europe, which offers advanced and specialized classroom instruction in Arabic, English, French, Persian-Farsi, and Russian to more than 400 U.S. military and NATO/Partner attendees each year. Included in this are faculty professional development courses in language testing and classroom instruction and assessment. It is also a certified NATO Partner Training and Education Center. Contact the GCMC Registrar office for details on ELEC courses.
