Doing Business with the United States (U.S.) Government

For any interested Vendors, the System for Award Management (SAM) website ( is the single U.S. Government point-of-entry (GPE) for Federal Government procurement opportunities. You may identify current DOD and Federal procurement opportunities in your product or service area by viewing the “Contract Opportunities” section of the SAM website.

Any procurement opportunities for the George C. Marshall Center European Center for Security Studies (GCMC) will be listed under Department of Defense Acquisition Activity Code (DODAAC) “HQ0847.” 

Essential prerequisites in order to be eligible for award:

  1. All Vendors wishing to do business with the U.S. Government shall be registered in SAM. Log onto the SAM website, click on “Register your Entity” and follow the instructions.

    In business, an “entity” refers to a person, department, corporation, cooperative, partnership, business, manufacturer, organization, or other groups.
  2. All Vendors must have either a Contractor and Government Entity (CAGE) code or NATO CAGE (NCAGE) code. A CAGE code is a code assigned to businesses providing a product or service to the U.S. Government. In the NATO Codification System community, this is referred to as a NCAGE code.

    US-based vendors eligible for a CAGE code will receive one upon registration in SAM.

    Vendors not based in the US shall request an NCAGE through the NATO Support and Procurement Agency (NSPA). The website provides instructions on how to find or obtain an NCAGE code, as well as a video on how to register in SAM.

    Questions regarding status of the NCAGE Code should be directed to the applicable National Codification Bureau (NCB), which is listed on the NSPA website above.

  3. All Vendors shall have a Unique Entity ID (UEI) in order to be eligible for award. Vendors may obtain the UEI on the SAM website; a CAGE code or NCAGE code is required to register.

    Note: the UEI has replaced the Data Universal Numbering System (DUNS) number. The DUNS number for active, existing entities in SAM has been replaced automatically and no further action is required.

  4. All Vendors must be registered in the Procurement Integrated Enterprise Environment (PIEE). The steps for registration may be found here.

    Note: Registration in Wide Area Workflow (WAWF) is required in order to submit invoices.

Caution: ensure that all corporate information registered in the various systems (SAM, NSPA, PIEE) matches exactly.
