Allied capabilities in the High North can be strengthened by focusing on interoperability, interchangeability, total civil defense, and NATO standardization. Allies must optimize the different strengths of their defense industrial bases and coordinate more closely with the private sector to further develop key Arctic infrastructure and resources. All acts of aggression that threaten NATO Allies must be condemned and addressed appropriately and collectively.
