Retired U.S. Army Lt. Gen. Keith W. Dayton is the Director, George C. Marshall European Center for Security Studies. He is responsible for orchestrating resident courses, outreach programs and an international and interagency network of about 14,000 government officials from 155 nations in fields of international security studies, defense and foreign affairs.

The Marshall Center is a 26-year-old German-American security partnership that has produced generations of global security professionals schooled in American and German security policies. The mission of the Marshall Center is to enable solutions to regional and transnational security challenges through capacity building, access and a globally connected network.

Dieter Bareihs serves as the U.S. Deputy Director of the George C. Marshall European Center for Security Studies in Garmisch- Partenkirchen, Germany. As the deputy director, Brig Gen (ret) Bareihs guides and coordinates operational elements of the Marshall Center, formulates plans and programs for its administration and operation, and coordinates and develops stakeholder support and resourcing to meet programs and objectives. He assumed duties as deputy director in September 2018.

Retired German Air Force Brig. Gen. Helmut Dotzler is the German Deputy Director of the George C. Marshall European Center for Security Studies.

Military Career

Brig. Gen. Dotzler was appointed commander Territorial Command Bavaria in Munich on Nov. 27, 2013.

In this function, he was the highest Military Representative of German Forces in Bavaria.

After joining the Bundeswehr in 1976, he completed his Air Force officer training with stations in Germany (Munich, Freising, Lenggries and Erding) and the United States of America (El Paso).

Andrew A. Michta holds a Ph.D. in international relations from the Johns Hopkins University. His areas of expertise are international security, NATO, and European politics and security, with a special focus on Central Europe and the Baltic States.

Prior to coming to the Marshall Center he was Professor of National Security Affairs at the U.S. Naval War College, an Adjunct Fellow at the Center for Strategic and International Studies (Europe Program) and an affiliate of the Minda de Gunzburg Center for European Studies at Harvard University.  From 1988-2015 he was the M.W. Col. (GS) Peter Frank, German Army, was a Military Professor in the Department of National Security Affairs at the Naval Postgraduate School (NPS) in Monterey, California, from 2014 to 2017. He joined the George C. Marshall Center (GCMC) for European Security Studies in October 2017.

He received his M.A. in Business and Administration from the Bundeswehr University, Nuremberg in 1990. He is a graduate of the German Armed Forces General Staff (GS) Course - Hamburg in 2000, and he also received his M.A. in National Security Affairs from the NPS in 2003.

Previously, he was the Deputy Director and Chief of Operations of the Non-Resident Programs for the college. In this capacity, he oversaw the three Outreach Teams for the regions of Central Asia, Central and Southeast Europe, and Black Sea Eurasia, as well as the Alumni Team.
