Alumna Completes Marshall Center Scholars Program

GARMISCH-PARTENKIRCHEN, Germany (Nov. 16, 2015) – Czech Republic alumna from the Program on Terrorism and Security Studies course, Iveta Hlouchova, joined the Alumni Scholars' Program to perform academic research at the Marshall Center on the topic "National Caveats as Limitation on NATO Interoperability: The Case of ISAF" from  Oct. 13  Nov. 13.

Academic Faculty support was provided by Dr. Matt Rhodes.

Hlouchova advanced her work on NATO interoperability in combat operations within the ISAF mission in Afghanistan, including examination of national caveats when disseminating intelligence in a joint environment.

Hlouchova discovered that their use can vary depending on the nature of the operation – limited warfare versus “total war.”

Emphasis was on the contrast between the perceived negative tactical and operational impacts of caveats, versus their potentially positive strategic importance in terms of widening mission participation and enhancing political cohesion within the Alliance.
