Yevgeniya Gaber, Ph.D., joined the George C. Marshall European Center for Security Studies in November 2023. She is a professor of national security studies in the Regional Security Studies Department, specializing in European and Black Sea regional security.
Prior to joining the Marshall Center, Gaber served as a foreign policy advisor to the prime minister of Ukraine (2021) and deputy director of the Diplomatic Academy at the Ministry of Foreign Affairs of Ukraine (2018 to 2020). In these roles, she was responsible for developing institutional cooperation with international partners and designing leadership seminars for diplomats and policy-makers in the defense and security sectors. She also served as a diplomat at the Ukrainian Embassy in Ankara (2014 to 2018).
Gaber’s more than 15 years of academic experience includes serving as an assistant professor in the International Relations Department of Odesa Mechnikov National University (2009 to 2014) and, more recently, as a visiting professor teaching graduate courses on Black Sea security at the Norman Paterson School of International Affairs and Carleton University, both in Canada (2022).
Gaber is a German Marshall Memorial Fellow and a nonresident senior fellow at both the Atlantic Council and the Centre in Modern Turkish Studies at Carleton University. She is widely published and is a frequent speaker at diplomatic and defense academies across Europe.
