Maurice L. Todd, Ph.D., joined the George C. Marshall European Center for Security Studies in May 2024 as the director of the Countering Transnational Organized Crime program.

Todd has served in senior roles including senior intelligence and counterterrorism advisor to the U.S. Joint Chiefs of Staff, Defense Intelligence Agency, U.S. Central Command, the U.S. Army Staff, U.S. Department of State (DoS), UN Department of Peacekeeping Missions, and the New York City Police Department Counterterrorism Bureau.

In addition, he was seconded by DoS as deputy head of mission and chair of the Media Experts Commission for the Organization for Security and Cooperation to Bosnia and Herzegovina. In that role, he was responsible for ensuring free and responsible media in support of elections and democratization programs and deterring, countering, and stopping media disinformation and incitement to violence throughout the country following the Dayton Accords.

Prior to joining the Marshall Center, Todd served as the deputy director of the Intelligence and Security Directorate for U.S. Joint Interagency Task Force South in support of U.S. and partner counter narcotics and counter transnational organized crime missions throughout the Western Hemisphere. He also served as the deputy director for Strategy, Plans, and Engagement for U.S. Special Operations Command Africa.

Todd’s experience includes service as special advisor to the Under Secretary of Defense for Policy in the U.S. Office of the Secretary of Defense and deputy chief of staff and director for Intelligence, Plans, Architecture, and Resources in support of the NATO-led Operation Resolute Support in Kabul, Afghanistan. While in Afghanistan, he also served as senior advisor to the commander, NATO Special Operations Component Command and U.S. Special Operations Joint Task Force–Afghanistan.

Todd has received multiple awards and decorations for his civilian and military service.
