Dr. Maurice L. Todd, joined the Marshall Center in May 2024 and serves as the director of the Marshall Center Countering Transnational Organized Crime (CTOC) program. 

Dr. Todd has served in senior roles including as a senior intelligence and counterterrorism advisor to the U.S. Joint Chiefs of Staff, Defense Intelligence Agency, U.S. Central Command, the U.S. Army Staff, U.S. Department of State (DOS), UN Department of Peacekeeping Missions, and the New York City Police Department Counterterrorism Bureau. In addition, Dr. Todd was seconded by DOS as Deputy Head of Mission and Chairman of the Media Experts Commission to the Organization for Security and Cooperation in Europe (OSCE) Mission to Bosnia and Herzegovina. In that role, he was responsible for ensuring free and responsible media in support of elections and democratization programs and deterring, countering, and stopping media disinformation and incitement to violence throughout the country following the Dayton Accords. 

Prior to joining the Marshall Center, Dr. Todd served as the Deputy Director of the Intelligence and Security Directorate for U.S. Joint Interagency Task Force South in support of U.S. and partner counter narcotics and CTOC missions throughout the Western Hemisphere. Before that, he served as the Deputy Director for Strategy, Plans, and Engagement for U.S. Special Operations Command Africa responsible for planning and implementing special operations and sensitive activities. Dr. Todd also served as Special Advisor to the Under Secretary of Defense for Policy in the U.S. Office of the Secretary of Defense as well as Deputy Chief of Staff and Director for Intelligence Plans, Architecture, and Resources in the Office of the Deputy Chief of Staff for Intelligence of NATO Operation Resolute Support Headquarters in Kabul, Afghanistan. While in Afghanistan, he also served as Senior Advisor to the Commander, NATO Special Operations Component Command and U.S. Special Operations Joint Task Force – Afghanistan.

Dr. Maurice Todd has received multiple awards and decorations for his civilian and military service.
