German Army Col. (GS) Oskar Baumeister joined the George C. Marshall European Center for Security Studies as a member of the military faculty in August 2025.

Before joining the Marshall Center, Baumeister was selected as a fellow at the Israeli National Defense College, where he earned a master’s in political science. Baumeister is also a graduate of the Turkish General Staff Officer Course, and he served within the Directorate-General for Security and Defense Policy and the executive staff of the minister of defense in Berlin.

He deployed within the European External Action Service to the EU Delegation Libya as a planner on security sector reform, working closely with the UN Support Mission in Libya and Libyan interlocutors. 

Baumeister has held various leadership, intelligence, capabilities development, and international cooperation positions within the German Army. He deployed to Afghanistan as a battalion commander and served as the chief of German Army liaison staff in the Ministry of Defense in Vienna, Austria. 

Baumeister has been awarded the Gold and Silver Cross of Honor of the German Army and was decorated with NATO and German medals for foreign duty as part of the Kosovo Verification Mission, Kosovo Forces, and the International Security Assistance Force. Additional awards include the U.S. Army Achievement Medal.
