Dr. Ann Keller-Lally is the Department Chair of the Strategic Languages Program at the Partner Language Training Center Europe (PLTCE). As Chair, Dr. Keller-Lally supervises the design, development, execution and delivery of intermediate and advanced foreign language programs and conducts outreach and consultations on foreign language teaching, testing,
curriculum development and program evaluation with NATO and partner organizations.

Prior to her current assignment, she served 15 years at the Department of State, Foreign Service Institute, School of Language Studies located in Arlington, Virginia, USA in various supervisory positions (2010-2025), including four years in the Senior Executive Service as the Associate Dean for Instruction with strategic oversight of foreign language training and testing in 58+ languages.

Before joining the Department of State, Dr. Keller-Lally was an Assistant Professor of German at the University of Northern Colorado (2006-2009), where she taught undergraduate courses in German language, literature, film and culture and supervised teacher candidates preparing for K-12 licensure. She served as a Board Member on the University’s Institution Review Board, the College of Humanities and Social Sciences Assessment Committee, and the Colorado Congress of Foreign Language Teachers and completed a research fellowship from the German Academic Exchange Service (DAAD) and the American Institute of Contemporary German Studies (AICGS) (2009), conducting a comparative analysis of educational policy in the U.S. and Germany for integrating immigrant children in compulsory education systems.

Dr. Keller-Lally served in the U.S. Army as a 98G Russian Linguist/Senior Intercept Operator (1986-1990). She graduated with honors from the Russian Basic Course at the Defense Language Institute in Monterey, California and was stationed at Field Station Augsburg, Germany (1988-1990).  She was the recipient of several U.S. service medals as well as the Bundeswehr Leistungsabzeichen-Gold and Schützenschnur-Bronze. In 1989, she completed the Russian Refresher Course at the Foreign Language Training Center Europe (FLTCE) in Munich, the precursor to today’s PLTCE.
