GARMISCH-PARTENKIRCHEN, Germany (Sept. 24, 2015) – The Partnership for Peace Consortium’s Executive Director, Dr. Raphael Perl, and Deputy Director, German Air Force Lt. Col. Enrico Mueller, contributed a chapter to a recently released book titled: “NATO: From Regional to Global Security Provider.”

According to the publisher’s press release, the book is a relevant and timely study about the most pressing issues facing NATO today and it gives recommendations for consideration and further discussion regarding future policy options for the alliance.

Perl and Mueller’s introduces the "Partnership for Peace Consortium: An Innovative Approach to Defense Education and Institution Building."

“In our chapter, we chronicle the evolution of the PfPC from its inception at the NATO Washington Summit in 1999 as a defense education reform and institution to support former Warsaw Pact countries.  We go on to discuss PfPC’s expanded, global support mission,” Perl said.

The chapter is reflective of the multinational character of the PfP Consortium and the German - American partnership so important to the George C. Marshall European Center for Security Studies. Mueller contributed substantially to this chapter.    

“The PfPC has evolved over the years," Mueller said.  "Whether assisting the Ukrainian Ministry of Defense with non-commissioned officer education development, or helping Kazakhstan's armed forces with logistics planning programs, the PfPC is continuously adapting defense education reform efforts to meet the needs of partner countries worldwide."

Other individually authored chapters focus on conceptual and organizational changes: emerging security challenges to include terrorism; piracy; homeland threats; cyber defense and information warfare; national and regional challenges; and, military and non-military assets.

Retired U.S. Army Gen. Wesley Clark authored the book’s introduction.
