Rhodes and Von Muenchow Speak At RACVIAC Security Sector Reform Seminar in Zagreb

GARMISCH-PARTENKIRCHEN, Germany (Nov. 15, 2015) - George C. Marshall European Center Program Director for Central and Southeast Europe Matt Rhodes and Professor Sebastian von Münchow were speakers at the Regional Arms Control Verification and Implementation Assistance Centre (RACVIAC ) in Zagreb Nov. 3. 

The two Marshall Center faculty spoke at one seminar of the Basics of Security Sector Reform (SSR) seminar series, organized with the Austrian Ministry of Defense and Sports, the Organization for Security and Co-operation in Europe (OSCE), and the United Nations Development Programme (UNDP).

According to a center press release, the seminar was designed to introduce participants with existing SSR outlines within UN, OSCE, OECD, EU and NATO frameworks, and consider security within slightly different contexts. Case studies and best practices were shared to help participants understand the concepts of security more in depth. 

During the seminar, participants heard a combination of lectures and national presentations.  Three panel discussions on Concepts, Principles and Strategies for SSR; SSR and International Organizations’ Approaches; and National Experiences in Implementing SSR allowed participants to engage directly with subject matter experts.

Rhodes shared his expertise on a panel discussion on NATO's role in SSR and von Münchow spoke on parliamentary oversight mechanisms for national security architectures.
