GARMISCH-PARTENKIRCHEN, Germany (Oct. 20, 2015) – “We are in a global migration crisis – according to some – we should say refugee crises,” said Italian Navy Rear Adm. Alberto Cervone, former Marshall Center professor of security studies and Italian Defense Chair.

Cervone spoke about Migration and Security to 103 participants from 46 countries attending the Program on Applied Security Studies 15-10 Oct. 19 here at the Marshall Center.

“This is not new. This was true and recognized as such in the 1990s,” said Cervone, who then compared and contrasted the crises of 20 years ago to today’s crises in his hour-long presentation.

He emphasized how the management of this phenomenon is one of the most intractable policy issues of our times, due to the strong emotions it arouses; its frequent instrumental use by politicians; and to the objective difficulty in finding the right balance between economic interests, humanitarian obligations and security considerations.

PASS offers a rigorous, intellectually stimulating seven-week course for civilian government officials, members of security and military services and government academics.

PASS 15-10 started Sept. 29 and will end Nov. 13.
