Dr. Sean Costigan joined the Marshall Center in July 2016 and is Professor of Transnational Security Studies, focusing on cybersecurity and emerging security challenges. He also leads development of cybersecurity and hybrid threats curriculum for the Partnership for Peace Consortium. Dr. Costigan also serves as the Editor-in-Chief of Connections, the quarterly journal of the Partnership for Peace Consortium.

Prior to joining the Marshall Center, Dr. Costigan served in various leadership, policy, and educational roles at MIT, The New School, ETH Zurich, Columbia University, the Council on Foreign Relations, and Harvard University. Throughout his career, Dr. Costigan has served government to solve a variety of problems. He is widely published in emerging security challenges, cybersecurity, and national security. Dr. Costigan has also developed NATO’s Generic Reference Curriculums on Hybrid Threats and Warfare as well as Cybersecurity. His books include Cyberspaces and Global Affairs (Taylor & Francis), Terrornomics (Taylor & Francis), Arming the Future (Council on Foreign Relations), and he is regularly published in The Diplomatic Courier and Dark Reading.

In 2023, Dr. Costigan was awarded the Serge Lazareff Prize for his contributions to the Office of Legal Affairs of NATO SHAPE. Dr. Costigan was awarded the Cyber Visionary Leadership Award from the Cyber Security Summit in 2020.
