GARMISCH, Germany — General William E. “Kip” Ward, the commander of United States Africa Command, speaks about fragile states and stability operations on the first day of the Program for Security, Stability, Transition and Reconstruction (SSTAR) Sept. 4.
The current class, with military and civilian participants from the United States and 32 European, African and Asian nations, is the second for the Marshall Center’s new SSTAR course. The three-week course addresses the why, when and how of a nation's participation in multinational stability operations, with a focus on the interagency and multinational aspects.
