This notice is intended to inform industry about impending organizational and process changes associated with the contracting office located at the George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, Germany.
Effective on or around 01 December 2007, the George C. Marshall Center’s contracting authority will transfer from the Department of the Army, U.S. Army Contracting Command Europe to the Defense Security Cooperation Agency (DSCA), which is an Other Defense Agency (ODA).
As a result of this transfer, all requirements solicited and awarded by the Marshall Center will be advertised under a new Department of Defense Activity Address Code (DoDAAC). The new DoDAAC will be HQ0236 vice the former W912PE. The Marshall Center contracting opportunities will no longer be posted on the Army’s Single Face to Industry site; however, Marshall Center contracting opportunities will continue to be posted on FEDBIZOPPS using DoDAAC HQ0236 in accordance with applicable regulations and procedures.
The transfer is expected to be seamless with little or no interruption to business. The Marshall Center will continue to require similar goods and services as procured in the past.
WIDE AREA WORK FLOW (WAWF)
Also, in keeping with the Department of Defense’s on-going paperless contracting initiatives, the Marshall Center, together with DSCA, is scheduled to implement an electronic invoicing process on or around 01 January 2008. This initiative will require all DSCA and Marshall Center contractors to submit invoices using the Wide Area Work Flow (WAWF) system.
