The George C. Marshall European Center for Security Studies is located in
Sheridan Barracks, Garmisch Partenkirchen, Germany
, approximately 75 miles (120 km) south southwest of Munich, near the Austrian border.
Transportation:
Air: Munich International Airport is 1 1/2 to 2 hours away. It is
recommended that reservists/TAD personnel fly straight into Munich if their
final duty location is the Marshall Center. Direct flights for several cities in
the U.S. are available daily. You may exchange dollars for Euro at the airport.
Rail:The following website provides information on the German train
system. You can also use the search feature to find information on train
schedules from Munich to Garmich-Partenkirchen. Die

Auto: You may pick up a rental car at the airport to take to
Garmisch. It is best to book a rental car in the U.S. prior to departure. Hertz,
Budget and others are available.
Be sure to request a rental car on your annual training (AT) application, and
be sure a rental car is authorized on you orders.
Remember to bring a valid passport. It is best to bring an American Express
and Visa credit card.
Driving Instructions from Munich to Garmisch:
From Munich take autobahn A95 towards Garmisch-Partenkirchen. Just past the
tunnel at Farchant take the Garmisch exit. Stay on the main road through the
center of Garmisch. This road turns into Zugspitz Str., which will take you to
the Sheridan Kaserne and the Marshall Center. It will be on your left at a
traffic light controlled intersection where Zugspitz Str. crosses Gernacker Str.

Accommodations:
There is generally billeting available for reservists right on the Marshall
Center. If there is no billeting available, you will be notified, hotel
arrangements will be made for you and when you arrive you will be given a
statement of non-availability of housing.
Reporting Instructions:
Reserve personnel report to LTC Carl L. Chappell, Reserve Affairs Advisor,
Bldg. 103, Rm. 125 at the Marshall Center. His phone number is DSN 4402-742 or
(local) 750-742.
Be sure to have the correct UIC (64274) for the Marshall Center on your orders.
Uniform/Dress
For duty at the Marshall Center:
Army -- Class A: Class B
Marine Corps -- Service A; Service C (seasonal)
Navy -- Whites or Khakis (seasonal)
Air Force -- Service Dress; Long-sleeve or short-sleeve blue shirt
Coast Guard -- Class A; Tropical
Civilian -- Clothing equivalent to that worn by the military officers of
their service
For Conferences -- Business dress attire
Dining:
A Military Dining Facility is available from Monday through Friday. Meal
tickets may be purchased from the AFRC coffee Shop in bldg. 109 of the Marshall
Center. Cost for the tickets: breakfast, $6.54; lunch, $7.60; dinner, $11.30.
Excellent restaurants abound throughout the town.
Finance Facilities
There are no U.S. military finance disbursing facilities in Garmisch.
Personnel reporting to the Marshall Center are paid through the Navy Personnel
Support Detachment in Vaihingen, Germany.

Travel claim procedures for personnel reporting directly to Garmisch are
listed below.
1. The Marshall Center endorses the members original orders with the
date/time arrived and departed, whether messing and berthing are available and
signs the endorsement.
2. A copy of the endorsed orders are faxed to Navy PSD in Vaihingen ant DSN
4305-775 or com. 0711-6805775 on the date of arrival. This will start the
members pay and allowances.
3. The member completes a travel claim and mails the following items directly
to PSD Vaihingen:
Original orders (endorsed) and two copies
Original travel claim and two copies
Page 2 (three copies)
Completed W-4 form and two copies
This will result in three identical packages. One package will have the
original orders/travel claim/W-4 and a copy of the Page 2. The other two
packages will have one copy of each of the above listed items. The package will
be stapled together and then all three packages will be clipped together with
either a voided check, deposit slip or scrap of paper containing the bank
routing number and account number of the member. Mail all of these items to the
address on the member's orders. This will be used to pay members per diem.
4. The member will either have to drive up to Stuttgart and pick up the check
from PSD the day before he departs or if there is a runner from ECRA/ECPA coming
down that he brings the check along, or the check will be mailed to the members
home address as listed on the page 2/travel claim. The member may request that
the check be deposited directly into his account. This would of course be the easiest.
5. Another option is for the member to fax the copy of the endorsed orders to
PSD to start his pay and to wait to file the travel claim upon return to his/her
Reserve Center.
6. In either case, a copy of the endorsed orders must be faxed to PSD
immediately upon arrival.
V.A.T. Forms
Germany has a 16% value added tax on goods and services. U.S. citizens are
exempt from this tax, provided a V.A.T. form is completed. V.A.T. forms can be
obtained at the V.A.T Office located next to the main PX on Artillery Kaserne in
Garmisch. The cost for each form is $4. It is recommended that the V.A.T. forms
be used for large purchases such as hotel rooms and rental cars.
