Lieutenant General (ret.) Jean-Paul Raffenne Director, Senior Executive Seminar College of International and Security Studies
Lieutenant General (ret.) Jean-Paul Raffenne is Director of the Senior Executive Seminar in the College of International and Security Studies at the George C. Marshall European Center for Security Studies. His expertise is in political-military issues and Mediterranean, Middle Eastern and African affairs.
A graduate of the French Military Academy of Saint-Cyr (class of 1965), LtGen Raffenne was born in Lepuix-Gy, France.
As a Marine, infantryman and parachute instructor, he has spent most of his operational career, from second lieutenant to colonel, in professional parachute units, either with 11th Parachute Division Units in France or overseas, particularly in Africa (Chad and Djibouti), Lebanon and the Indian Ocean (the Comoros Islands and the Island of Reunion.) He commanded the 2nd Marine Infantry Parachute Regiment in Reunion from 1988 to 1990.
LtGen Raffenne graduated from the Army Staff College, Ecole Supérieure de Guerre, before serving on the teaching staff of the Joint Staff College, Collège Interarmées de Défense. He also served as a liaison officer and instructor at the Combined Arms Command in Fort Leavenworth, Kansas, U.S.A. While in the U.S., he attended a summer session in international affairs at Harvard University. He also attended the Centre for Higher Military Studies and the Institute for Higher National Defense Studies in Paris.
After his promotion to the rank of brigadier general in August 1994, he served as Military Attaché at the French Embassy in Washington, D.C. In July 1996, he was assigned to the former Yugoslavia, first with the Allied Rapid Reaction Corps and then as Chief J5, Plans and Policy, of the Stabilisation Force in Bosnia-Herzegovina.
In August 1997 he was assigned to the French Armed Forces Staff as assistant to the Deputy Chief of Staff, Director for International Affairs before becoming himself DCOS, Director for International Affairs in July 1998. He was promoted to major general on Jan. 1, 1999.
On March 1, 2000, he was assigned to Brussels as the first French military representative to the European Union’s Military Committee and promoted to lieutenant general.
On March 1, 2001, he returned to Paris as Special Assistant to the French Chief of Staff of the Armed Forces.
Between October and December 2001, he was assigned to Tampa, Florida as Chief of the French Military Mission to Central Command, Operation Enduring Freedom. From February 2002 to March 2005, he was commander of the NATO Defense College in Rome.
Since April 2005, he has been a professor and Senior Executive Seminar director at the Marshall Center.
LtGen Raffenne’s decorations and medals include the Commandeur de la Légion d’honneur, Commandeur de l’Ordre national du Mérite, Croix de la Valeur Militaire with four citations, Legion of Merit (Officer), U.S. Meritorious Service Medal with two oak leaf clusters, Overseas Service Medal, NATO Medal, and Chevalier des Palmes Académiques.
