Dr. Dragan Lozancic

Dr. Dragan Lozancic is a professor of security studies at the George C. Marshall European Center for Security Studies. He is a module and seminar leader in the Program for Advanced Security Studies, and teaches in the “Southeast Europe: Security and Euro-Atlantic Integration” elective. He also lectures on transnational security, security sector reform, regional security and NATO-related issues.

Dr. Lozancic is on leave from the Republic of Croatia’s Ministry of Defense, where he has served for more than 15 years and held several senior posts. Prior to joining the Marshall Center faculty in September 2006, Dr. Lozancic was head of international defense cooperation and deputy head of defense policy. He also headed the ministry’s section on multilateral affairs, responsible for peacekeeping, EU issues and NATO’s PfP program, as well as a special office established by the minister to develop a national defense strategy. Earlier in his career he worked on defense reforms and public relations and was a section head in the Military Technical Council.

Dr. Lozancic has conducted research, published several articles and lectured on various security-related issues at Zagreb University, the Republic of Croatia’s Armed Forces War College and other institutions. He was also the senior defense official responsible for security and defense issues in the government’s EU accession talks. He has extensive interagency experience, including the development of key national security strategy and policy documents.

He was awarded several national service medals by the President of the Republic of Croatia and was recognized for his achievements by the Defense Minister. Dr. Lozancic was also decorated Chevalier dans l'Ordre National du Mérite by the President of the Republic of France.

Dr. Lozancic was a defense diplomacy scholar at Cranfield University and holds the degree of M.S. in global security studies. He also has a B.S. degree in mechanical engineering from the New York Institute of Technology and a M.S. and Ph.D. in mechanical engineering from Columbia University in New York City.

He has also completed several specialized courses at the Naval Postgraduate School in Monterey, the George C. Marshall Center for European Security Studies, L'Institut des Hautes Etudes de Defense Nationale in Paris, the NATO School-SHAPE in Oberammergau, Germany, and the UN Senior Mission Leaders Course in Durban, South Africa.
