Captain Dean L. Dwigans Judge Advocate General’s Corps - U.S. Navy Professor of International Law College of International and Security Studies
Captain Dwigans is from Kansas City, Missouri. He graduated from Creighton University in Omaha, Nebraska, in 1985 with a Bachelor’s in Business Administration (Finance) and from Creighton University School of Law with a JD in 1987. In February 2000 he received his LL.M in International and Comparative Law from the Georgetown Law Center, Washington, DC.
In December 1987 CAPT Dwigans reported to Yokosuka, Japan, where he served as legal assistance officer, and as Head of the Defense, Trial, and Command Services Departments. While assigned in Yokosuka he also served additional duty as the senior legal advisor for the Submarine Group and U.S. Naval Hospital.
In December 1990 CAPT Dwigans reported to the Defense Language Institute in Monterey, California, as a student in the Italian Language Division.
After graduation in June 1991 he was assigned as the senior legal advisor to the base commander in LaMaddalena, Italy.
In July 1993 CAPT Dwigans reported to the USS INDEPENDENCE (CV 62) as the senior legal advisor and was responsible for the Legal and Security Departments. After deployments to the Persian Gulf, and Pacific and Indian Oceans, he reported in August 1995 to the National Security Agency, Office of General Counsel, Fort Meade, Maryland.
In April 1997 he was assigned as senior military legal advisor to the Naval Criminal Investigative Service Headquarters in Washington, DC.
In July 2000 he again assumed prosecution duties in Japan. In June 2003 CAPT Dwigans arrived in the Pacific Northwest as the senior legal advisor to the Commander of Navy Region Northwest.
In May 2004 he assumed additional duty as Executive Officer of the Region Legal Office. In August 2006 CAPT Dwigans assumed command of Trial Service Office Pacific in Pearl Harbor, Hawaii, with an area of responsibility that included Hawaii and the Far East.
In July 2007 CAPT Dwigans reported to the Marshall Center as Professor of International Law in the College of International and Security Studies. Captain Dwigans’ personal decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (third award), Navy Commendation Medal (third award), and Navy Achievement Medal (third award).
