RADM Ryszard Demczuk, Marshall Center Graduate of the Month, March 2008
The Marshall Center has named Rear Admiral Ryszard Demczuk of Poland as Graduate of the Month for March 2008.
RADM Demczuk attended the Marshall Center’s first Leaders of the 21st Century Course one decade ago, as a lieutenant commander, staff officer and veteran missile patrol boat commander with the Polish Navy’s 3rd Flotilla. Shortly after completing the Leaders Course, then-LCDR Demczuk was chosen to serve at NATO’s Allied Forces North (AFNORTH) Headquarters, prior to Poland’s entry into the Alliance. In 2001, after promotion to Commander, Demczuk was chosen for further studies at the U.S. Naval War College in Newport, Rhode Island.
In 2002, CDR Demczuk took command of a Fast Patrol Boat Squadron and in 2005, was promoted to the rank of Captain and named commander of a Fast Patrol Boat Division. In 2007, he was named chief specialist at Polish Navy Headquarters, where he authored several key studies on defense management, operational combat planning, NATO interoperability and force modernization, which have all been applied to today’s Polish Navy. In August 2007, CAPT Demczuk was promoted to the rank of Rear Admiral and assigned as Chief of Poland’s Naval Operations Center.
The comprehensive coverage of national, regional and international security and defense topics during the Leader’s Course has proven useful throughout his career, according to the rear admiral.
“Knowledge is the most important factor in our striving for a better and more secure future, and the Marshall Center program, comprising such a wide spectrum of subjects -- from international security to democratic defense management, civil-military relations, strategy, defense planning, arms control and cooperative security -- all helped me considerably in my daily decision-making,” Demczuk said via e-mail.
The nature of the Marshall Center program also provided valuable experience prior to his international assignments.
“The international and interagency character of the Marshall Center provided a unique chance to participate in a joint, interagency and multinational environment that allowed course participants the opportunity to express their various national points of view,” Demczuk said.
Beginning with March 2007, the Marshall Center Graduate Support Office has featured a Marshall Center Graduate of the Month. The purpose of this initiative is to feature Marshall Center alumni who are playing an active role in furthering the ideals of the Marshall Center in creating a more stable security environment by advancing democratic institutions and relationships; promoting active, peaceful security cooperation; and enhancing enduring partnerships among the nations of North America, Europe, Eurasia, and beyond.
