Security, Stability, Transition and Reconstruction
The Security, Stability, Transition and Reconstruction (SSTaR) course is designed to think systematically about the challenges of stabilization and state building. A central objective of the course is to forge a common understanding of the challenges, identify realistic possibilities for constructive assistance and develop the basis for more effective international and inter-agency cooperation. A complementary and equally important goal is to create a community of officials who will be able to help their countries decide how to participate productively in inherently multinational, inter-ministerial SSTaR missions.
Participants include a mix of military and civilian government officials at the rank of lieutenant colonel or colonel and civilian equivalent. They come from countries in Europe, Eurasia, South Asia, the Middle East and Africa. Many have participated in stabilization and reconstruction missions; many are slated for future SSTaR missions. Some train those who serve and others help make the policies that govern their country’s participation in stabilization and reconstruction missions.
