GCMC selects new American deputy director

GARMISCH-PARTENKIRCHEN, Germany - An expert on Eurasia and a professor at the National War College has been selected to serve as the American deputy director at the George C. Marshall European Center for Security Studies here.

Dr. James C. MacDougall currently serves on the faculty of the National War College.  He served as the acting deputy assistance secretary of defense for Eurasia from 2003-2005 and was appointed to that position from 2006-2007. He accepted assignment here May 27.

"I'm very excited at the opportunities and challenges the Marshall Center offers," he said about his selection. "I've been an avid supporter of the Marshall Center's efforts since its inception in the early 1990's and have a long admiration for the center's work."

He is expected to join the center staff in late summer or early fall.

Dr. MacDougall was the Principal Director, Eurasia from September 2002 until November 2003. Prior to that, he served as Deputy Director for the Caucasus and Central Asia at ISP/Eurasia and as desk officer for Uzbekistan, Tajikistan and Turkmenistan.

In 2000-2001, Dr. MacDougall served in the Defense POW/MIA Office as the deputy staff director for the U.S.-Russia Joint Commission on POW/MIAs. There he directed a wide range of research, analysis and production tasks undertaken by staff in Washington and Moscow.

In 1999, Dr. MacDougall served in the DOD's Russia/Ukraine/Eurasia directorate of strategy and threat reduction as a foreign affairs specialist, analyst and adviser on countries of the Caucasus, Caspian and Central Asia regions.

 

During the academic year 1997-1998, Dr. MacDougall was an Office of the Secretary of Defense Graduate Fellow at Georgetown University. He has published articles on Eurasian foreign policy issues in the academic journals Demokratizatsiya, Tsentralnaya Azia and The Journal of International Security Affairs.

From 1993-1997, Dr. MacDougall served in a variety of roles of increasing responsibility on the staff of the U.S.-Russia Joint Commission on POW/MIAs, conducting research throughout the former Soviet Union and supporting senior-level negotiations and discussions with Russian counterparts.

Dr. MacDougall served ten years in the Army as a Russian linguist. He served in several key liaison positions, culminating with a tour as an arms control inspector at the On-Site Inspection Agency from 1990-1993 where he monitored compliance during inspections of Soviet/Russian facilities subject to the Intermediate-Range Nuclear Forces and Strategic Arms Reduction treaties.

Dr. MacDougall holds a bachelor's degree from Dartmouth College, a master's degree from Boston University and recently finished his doctorate-level studies at Georgetown University.
